Who does Saul think he is?

I am studying about Witches and I am reading about Saul and his request to raise somebody (Gotta keep reading to find out who it is) from the dead.

Now this women that Saul had went to knew that everything that was connected to Witch craft and such had been purged from the land.

And here come Saul requesting that a witch that had not been purged from the land to practice witchcraft because he was afraid.

But when the witch knew that by granting his request she would be put to death. Saul said this to her.

“And Saul sware to her by the LORD, saying, As the LORD liveth, there shall no punishment happen to thee for this thing.” — 1 Samuel 28:10 (KJV).

Now, who was Saul to determine no punishment would come to her for contacting dead spirits and bringing the spirits from the dead? Saul had that Adam spirit in him. Maybe God knew this, that is why he did not answer him.
